Offer [Certificate of Preference] holders automatic qualification and first right of refusal to any rental or home ownership opportunities, with all financial eligibility needs met by the city.

Offer a moving stipend for Certificate of Preference (COP) holders for all housing in the City and County of San Francisco.

Ensure that the COP has a monetary value with a baseline of two times the average cost of a home in San Francisco County.

Before a home is sold, it must first be offered to all reparations recipients to turn down. And they get free moving costs.

Compensate Black educators for the harm they experience teaching a white supremacy curriculum.
