If it is a mistake to blindly fire in a residential neighborhood in the dark with very little assessment of the situation then the police force does in fact owe a settlement to someone.

And it doesn't have to be a settlement. Yes, a jury award could be worse, but how would you know if you settle every case?

They may have to pay Briana. She should not have been shot. If there is one person in a building firing at the police, it doesn't mean they get to kill everyone in sight (and out of sight)
