Stupid token move. You can't sue another government in a national court system since all they have to do is reply to the summons saying "piss off, we don't have to turn up and we won't," and there's not a blessed thing the court can do.
If they actually take this the whole way it'll mean that OPEC nations won't be allowed to sell oil in the US, so the US will have to go from mostly buying US and Canadian oil to only buying US and Canadian oil. Thing is, they don't need a law to do that, they already have all the power they need to say "bumfuckistan isn't allowed to sell oil in the US now."
The law is likely a shot across the bows, it's just a way for them to say "we're super cereal about cutting you off from our markets."
