Yemen lies at the lower end of the Arabian sub continent, outside of the places that get adequate rainfall near the coast is about a thousand miles of desert inhabited only by nomadic tribes that owe no allegiance to any established political mindset, until Arabian settlements are reached that are governed under their own system of laws, both peoples have got on ok throughout history .. the Jews are fond of coming up with names like "Hamas," "Al Quaida," and in this case "Houthi" and declaring them rebels and thus liable to persecution.
