Many Employees Are Likely to Quit Rather Than Submit to Mandatory vaccination.
Bold and underlined p. 18

In the event Augusta University cannot comply with the Contractor Mandate—i.e., if they cannot obtain 100% on-campus employee vaccination—their $17.1 million budget for federal contracts is in jeopardy.

p 24 - basically all universities have the same problem. Legally they cannot force acknowledgement of the vaccinated status and insure that non-vaccinated workers cannot come into contact with other workers. Just a bit further down there's also Georgia Tech which has $650M in contracts. Every university would get fucked by this, not just the states that are sueing.

----------

The fun bit is that they don't bring up private sector employment. I know for a fact that GE, Boeing, Raytheon, SouthWest, Honeywell, and Simons will be effected. On a secondary level who they subcontract with will also be effected (Amazon, Google, Oracle, Microsoft, IBM, Tata, Tech Mahindra, Cap Gemini, Dell, HP, etc. The list just goes on). All face the same issue.

---------------

p 37 - COUNT I – Violation of the Procurement Act
Contracts are not intended for policy, but to get work done

p 40 - COUNT II – Violation of Federal Procurement Policy
Policy may not take effect till 60 days after placed into the federal registry

p 41 - COUNT III – Nondelegation Claim
Basically says that Congress is charge of making policy and not the president. Broke constitution duties.

p 44 - COUNT IV – Violation of Separation of Powers and Federalism
Basically saying the mandate is an abuse of power that was never granted to the feds, and not a function of the government.

p 46 - COUNT V - Violation of the Tenth Amendment
Pursuant to the Tenth Amendment of the United States Constitution,“the powers not delegated by the Constitution to the United States, nor prohibitedby it to the States, are reserved to the States respectively, or to the people.” U.S.Const. amend. X.

It just keeps going on there are several more charges, and I'm now tired. Shit's going to get strange in the coming weeks about this.

Unfortunately, you're probably correct. The pain to the democrats isn't high enough.
