It’s not mRNA modification: It’s modified mRNA delivered to the cells which then prompts protein synthesis. It’s not genetic modification, as the mRNA will simply be broken down after some time - exactly as natural mRNA is. If there was reverse transcriptase or some Crispr-Cas9 concoction, then sure, you could call it genetic modification - because it’d actually modify the genome.

It might sound like semantics, but it’s quite important to distinguish. I’d say it’s still a vaccine as the effect is the same. It’s the mode of delivery that is different.
