Yes, without the story before the video we are just guessing, and either of us can come up with plausible scenarios. I would use your phrase
The dog was obviously fixated
to illustrate one of the problems these dogs cause which is that people are expected to override their natural and healthy reaction to being fixed with the unblinking aggressive predatory stare of a dangerous animal. Seeing these animals in public places continually acquiring and sizing up targets, front legs hanging in the air, pulling strenuously against the leash, clearly demonstrates that the animal is at best being temporarily physically restrained but that it is not at all under the mastery of the owner. This should be unacceptable to civilised people in a civilised society. I have sympathy for anyone who needs to walk with a dangerous animal to feel safe going about their daily business, and I am speaking unironically as someone who has spent much of my life living in highly “dysfunctional” urban spaces and am very aware of the benefits and sometimes necessity of walking with an impressive dog or the equivalent. However while there are still pockets of civilisation remaining in our countries I will be standing with with anyone, chinaman included, in defence of them. In truth I don’t expect to be on the winning side of this battle, but that’s ok, my fight is not to outlast civilisation.
