Probably not a bluff (israel is nothing if not vindictive...) and probably enough firepower in theory, but I suspect that many nations secretly have missile defence against it.
Nobody would ever admit to being nuke-immune of course, that'll be a top secret if it unbalances MAD. Keeping one's own population in fear of nuclear war is also a goal.
