I was just down there last year, and it was fantastic. Almost everybody is white. They speak not one lick of English, because of the war they had with England. They actually made English illegal for a while. So everybody speaks Spanish. But it was pretty affordable, there were pretty girls hitchhiking solo. High trust society stuff. Unfortunately the governments economic policies have been trash for about 50 years, so there's a lot of poverty and other issues, but it reminded me of the Sierras in California, and the people are generally pretty nice, the food is decent... Myself and a friend of mine definitely considered buying property and snowbirding down there
