Still is in some parts. If I leave the lights on in my truck a stranger will inevitably knock on my door to let me know and ask if I want them turned off. Neighborhood watch has more involvement in people not having dead batteries in the morning than watching for crime.
Open carry is super common. Neighbors still help each other and do the neighbor thing. Be what you want to see in the world.
