Putting this aside did you know that Irishmen can serve in the British armed forces? Given the obvious security threat this imposes, that a bill like the OP really doesn't, is this proof of a Hibernian Occupied Government in the UK?
I'd say no. But then I don't see overtures to foreign governments as ipso facto pro0f those governments rule us. During WW2 we softened immigration rules for chinks, for example, because China was a US ally in war. This didn't mean the Generalissimo ran America.
Here is a more coherent argument for the US as colonized, if you're really serious about this stuff.
