As I've noted in the past there is more than a bit of fraud and insincerity in Dugin's comments on race. Reminds me of Brett Stevens - who also claims to be anti-racist. Dugin likes Boas and Claude Lévi-Strauss and then lets slip with comments about 'mulatto' NATO troops kicking Russian families' doors down. His background is with the French New Right and radical Russian nationalists. Stuff like what you linked is mostly for public consumption in order to sound mainstream in my opinion. In The Foundations of Geopolitics he worries about migration from the global south subsuming the Russian ethnos in a sea of racial diversity. In the Fourth Political Theory, his most noted work, he says the ethnos is the centerpiece of politics, the axis which everything revolves around.

When you know where Dugin comes from in his history it is clear he can't be divorced from what he knows.
