Land grants from the king of England were done when there was no colonial presence, and used geographic borders, like rivers. Nobody knew where any of the population centers would emerge and how big they would get - ie, LA and NYC, etc.
There are so many disenfranchised voters living in so many states. Look at the voting trends by county - especially for 2016. Killary almost won the popular vote with less than 200? of the counties. For local affairs, those counties dominate the laws. It just doesn't give a fair voice for the rest of the citizens.
The alternative to a big purge (one of my other favorite ideas) is to redraw everything to return the voices to the overlooked. And more representation is way better than less, and the biggest impact technology can have is to allow 17,000 representatives to work together.
