While some of the individuals purported to have security clearances, it is unclear whether those who accessed secure classified facilities had proper clearance or what they were seeking to access.
Reading between the lines: DOGE members almost certainly had general US security clearances and possibly top secret clearances, since otherwise there would be issues doing their audits. This would mean USAID was doing codeword-clearance work. Serious espionage, if not covert warfare.
