Yea, that's part of the concern - the work becomes contracted out to prison industrial complex (with some shonky federal kick back, write off/ funding incentives to provide labor and 'opportunity' - inmates are paid pennies on the dollar while prison shareholders rape even more profit from the on-sale back into the commercial supply at next to zero labor costs) and thus picking work is no longer available to students / part timers/ people needing that extra buck because the labor requirements are all taken care off by some big multi conglomerate.
