That is certainly a possible interpretation, although there is reference in the book of Jasher to the effect that the Levites refused to serve the Egyptians from the start of the persecutions, and as a Priestly class were granted this exceptional position.
I think it is most likely that the ‘Jews’ were intermixed with many other tribes and nations by that stage, hence the advice Yahusha gave in the parable of the Wheat and the Tares.
