I was in the Coast Guard in NYC from '84-'86. I was in and out of Port Newark a lot. I rode with NYC Ship Pilots.
It was common knowledge that the Container Carrier ships only required 2 men on the pier to unload.
The Union contract had grandfathered in that there would be 20 something Longshoremen assigned to each ship unloading. I cant remember the exact number but it was around 20.
This was a remnant of the WWII days when they actually needed that many men to load/unload a ship. And it probably predates that!
The fact is theres a ton of deadweight collecting checks in every port in America and you can bet that hasnt changed in the intervening 38 years.
Interesting side note. The Pilots Association jobs are handed down within families! You have to be born into it! They were great guys though and very friendly to me when I told them where I had been and what I had done.

so the op is saying that 2 guys need to work their ass off while the government mandates a bunch of rules and paperwork, also the 3-4 security guards , one at the main gate, one at the dock and one watching these two via cameras who are all either ex meth heads or have 1 step in the grave sit in a booth/car and watch you work. yeah this makes sense. How about you unload the ship, -cranes, hoses, conveyors, etc and Ill watch you do it making sure you show me id once in while when im just sitting there watching. Somthing tells me your not a worker, but a welfare recipient.
