You are correct up to this point on the clown world timeline.
Given the new (((laws))) being created, with dictator justine being the guinea pig, it really is only a matter of time until everything turns into lawfare.
Some thoughts as to why there is no domestic prosecutions:
1) none of the alphabet soups want to publicize exactly what their capabilities are. Any prosecution at this point will lead to disclosing many illegal activities before the (((collection methods))) are legitimately authorized.
2) because the methods of data collection and storage are still secret, many cases need "parallel reconstruction" to make them have enough legal evidence without disclosing all the currently illegal methods. Some of the parallel reconstruction is waiting for AI to get good enough for a suspect to break enough laws to be able to enter all of the data into evidence without disclosing the methods.
3) the (((hate laws))) aren't strong enough yet, and will need to be used slowly to allow the public to accept the laws. Boil the frog slowly, if you will. If the hate laws are used on every Tom, Dick, and Mary right away, the public will revolt and end the laws too early. Gotta do that "first they came for the...." route, and all that.
4) the 5 eyes are probably waiting for that perfect suspect to also give huge public praise for all the data collection - which will most likely to be a false flag anyway - and will use the arrest and "preventative enforcement" as the prime reason for groundbreaking new laws.
