I know this area well. There are quite a few vagrants in the area. There are 2 fairly large parks with decent sized lakes and several linked canals leading most of the way down mid Pinellas county. would bet the dude was already dead and ended up in or next to the water. But who knows. Sometimes you eat the delicious gator, and sometimes the gator eats you.
