Subsidized housing in other countries was for Whites because that's pretty much all they had, and it was like a gated community in a lot of places.
What happened is the media drowned them with "poor people raise criminals" propaganda and send in youth workers with the tacit accusation that their parents are terrible so they need youth workers. Social workers to spy on them. The kids grow up with the understanding that they're unprivileged and at risk without any meaning whatsoever attached to those words.
Small towns focused on creating local job opportunities are a better idea.
