It's the same girl. The angles are different and in the left picture she's pushing her jaw out. Look at the top of her nose. The structure going into the head is the same. The eyebrows are identical.
There may be some years separating the pictures but you'd be amazed what makeup can do. You've been fooled by it. You have to take into account the shoulders are facing the opposite direction, the faces are different distances from the camera and the head tilt and camera angle is slightly different.
