It's a psyop aimed at demoralization.

This was meant as an example to demonstrate just how politically protected and untouchable they are. Then, when you become justifiably angry about it, they wink at the cameras and claim, "Oh, ith all jutht a big joke, you big thilly, tee-hee."

They can walk right down Main street, announcing their true intentions, right out loud and in your face, knowing that if anyone tried to stop them, that person would be the one arrested, not them.

OTOH, if a bunch of straight men and women paraded semi-naked down the street, saying the exact same thing, they'd get locked up.
