Sounds like you found yourself a million dollar industry then. Take your own advice and go for it.
But in reality, don't kid yourself. People have the right to refuse service to anyone they want and if they determine that a certain task isn't worth the hassle then they won't bother. Even if they did charge more, they would have to endlessly dealing with explaining to every single person why those specific dogs are a pain in the ass to the point of charging more.
You also have to consider time investment. If it takes twice as long to do this dog then you get half as many done. Somehow, I don't think most customers would be very happy if you charged them double the price. Then, you have to consider the majority of people who own these types of dogs are annoying karens to begin with.
