Text limit for accounts with less than 10 points can now be toggled on/off

Ok so I made this a toggle. If I have to be away for an extended period of time I will turn it on, but for the most part it will be up to the spammers themselves whether this is enabled. Right now it's disabled. Let me know if there are any issues.
