Incorrect. It would be the work of a structural engineer which is a type of civil engineer. "Construction engineers" isn't a real certification just a job title in which they would need to be registered as a professional engineer with the civil designation. They are fully licensed civil engineers that typically work as resident engineers on a job site or boots on the ground type roles. Structural is a sub branch of civil. In my state at least. The video you are looking at is the work and calculation of a structural engineer...one who is feverishly checking his notes and calculations right now 🤣
