A lot of the leaders of German occupied nations in WW2 ruled "in exile" throughout the war, but the key word there is "occupied". Ukraine isn't occupied by the Russians, and Kiev is safe enough to parade around with Joe Biden and the media in broad daylight.
I don't think that Zelensky has "fled" really. He's definitely there at least occasionally, as we saw with the Biden visit. But you can almost guarantee that if Putin turns it into a full scale invasion, that little rat Zelensky will scurry off at the first opportunity.
