I remember at least one homeless student when I was in about 6th grade. He was actually really chill, just wanted to fit in. Being at school was the best part of his day most likely. There are a lot of kids with shit home lives who enjoy school because it's a break from home, similar to people who hate their wife and kids love work.
In previous eras we had orphanages for kids whose parents couldn't/wouldn't take care of them and who had no other family to take on that role. The orphanage was like a boarding school, had its own classes and teachers, kitchens, etc. This is a good model. The kids received a community/family, got an education and good meals, and learned to work as they participated in the operation of the school. Importantly, they were taken away from the negative influence of their previous environment and given a stable place upon which to build a foundation for their life.
