Yes. The women of the time were taught to keep it within certain bounds. The boys were allowed to be brutal in their bullying, but the limits were understood(don't make the boy unusable to society as a man). The older women higher up in the women's hierarchy would teach the upcoming girls when/where/how/etc their social bullying went too far.

It was understood that the social bullying could become much more damaging without being seen, and that boy's bullying would be much more visible.

Obviously they put it in different language couched in spirituality and all that, hence the bergmaidens and their like.
