Such an act defies logic. The CCP controls much of the sino-sphere. By default, they need only hold the remaining kin of the targeted defectors hostage to ensure compliance, cooperation, and passivity. However, given that Chinese migration has been ongoing over three centuries, it's entirely possible that Chinese expats/born abroad have organized into their own community, with its own leadership structure, and they are the ones employing these "police" to intimidate their fellow expats/born abroad population into falling into line with their agenda.
