If you can't hack it without "cheating", as it were, then that also means you can't hire anyone who could because they would have your job in no time flat. Therefore, as director (or any higher-up, for that matter), you're left with incompetents all the way down, and each subsequent employee selected from that pool to replace you upon retirement means the entire organization becomes even more inept by the same process. Sure, good PR would have covered for this in the beginning, but with the gradual corruption and the introduction of the internet, the level of conspiracy to conceal the truth from the public becomes too great.
