In NYC, Principals and Especially Teachers have near invulnerability from being fired. If a teacher fucks up, they either get re-assigned like a Priest or they get put in what is called a "rubber room" where, since they're under investigation or no longer able to instruct, they like basically sit in a detention room for 1...2..sometimes 3 or 4 YEARS collecting a salary with other fuckups in the same situation until they're finally reinstated or fired. NYC school system is filled with not just commies and molesters, but scam artists like this.

Part of the blame lies with the state boards for insisting on meeting quotas regardless of the quality of inputs. In an effort to make everyone "equal" they press the idea that some drooling crack baby has to meet certain standards same as a normal student. Although they allow any kid with an aggressive parent to have a special plan to meet their special needs, the stupidest and most worthless students receive no such slack. Teachers get crap if the kid doesn't pass, because admin gets crap if kids don't pass. The incentive to cheat is strong. Instead of cheating he should have gotten a real job. He deserves the same punishment as a grocer selling an impure food--it's all cheating the people who pay for something they don't get. Putting him into paid loafing is almost equally criminal.
