There's merit to lowering standards if the old ones weren't being followed. It's demotivating to have too high a standard, that seems unnecessary. You end up not bothering at all instead of trying to follow it. It could be that recommending shorter isolation actually has more benefit because it's followed more.
Not that any of this matters, because it's based on a flu variant, and they never had all this for the flu in earlier years.
