Electric cars are not behind technologically on account of them being impractical for many years. They work as well as the batteries allow, and that obviously has been an area of research because high power/weight batteries are useful for many things. The infrastructure for delivering power is behind; I'll give you that.
Electric cars were not comparable to gasoline cars prior to lithium ion batteries. It wasn't some conspiratorial force keeping them out of the market from the, what 1950s? on. It was that they would have sucked. Once lithium ion batteries were invented, they further had to come down in price before an electric car could come at a reasonable price.
