There are people who can do this at home with rather basic equipment. Sam Zeloof is probably the most advanced DIY chipmaker in the world today, but Jeri Ellsworth has also made DIY transistors and simple integrated circuits at home as well. While it takes some time and effort and significant equipment changes to do a who microprocessor, I don't think we're that far off of homemade microcontroller CPUs and other more advanced devices.
