I think you are overplaying this effect. I agree that muscle mass can skew BMI but whenever you hear a fatty complain about it, muscle is not the factor.
Also, as other goats mentioned, it's more likely to punish naturally thin people as accidentally being anorexic than a fit human as accidentally obese.
