If you want to ultimately blame the increase in prices and place the blame squarely on the distributors - therefore necessitating further government interdiction, It Makes sense to shut down and/or block any new pipelines so any oil or derivatives have to be transported via train and truck, to cancel any new drilling permits and to limit existing sites via regulations, and to severely limit the exportation of US oil products in lieu of Russian/Chinese/Venezuelan/etc exports worldwide.
