Here's what I think it is: The world financial system crashed in late summer 2019. In order to prevent heads on pikes and total meltdown, which would bring down every government and lead to chaos, the agreement was made to perform a controlled demolition on the world economic system. A "pandemic" scenario was brushed off the shelf and decided on as the catalyst for this, allowing each country to shutdown economic activity to control cashflows and to use as an explanatory mechanism for the various supply and economic issues that would arise during the transitory period while the world economy was being reorganized (probably 2 years). The economies are running on a rail, and the amount and types of activity have to be controlled in order to prevent runaway inflation, deflation, or a credit crisis. The lockdowns are designed to limit economic activity outside controlled channels. The pandemic scenario is a real one they had on the shelf for a few years, understood as a way to improve world health and boost medical research, but with a strong side effect of ruining the economy. For this reason it was seen as an advantageous time to run it, because the economy was going to be a mess regardless. Part of that plan requires all nations to cooperate, to keep the story alive, as part of the team. So even if Russia has no personal issue with "opening up," they need to maintain the illusion a little longer as per the plan. In the case of Russia, a key component of this new financial model is de-dollarization, which is hugely advantageous for them. This provides a great incentive to participate.
Think of it like a new Bretton Woods, but without a press release.
