You need a high school matriculation certificate to gain an apprenticeship to become a boilermaker or a fitter & turner, as well you don't get past the door in any computing science or technical classification without a university degree.
While you won't enter any university or tertiary institution similarly sans matriculation .. is why wogs who completed their studies in India have been brought into the US to man jobs Americans just don't have the qualifications to get.
