Understand also, that as root, you may still be able to connect to a database, yet it may not be processing other connections, due to the privileged nature of root super cedes other lesser connections.
Anyways, uptime is your friend for load avg.
As long as your load avg is 2 or below, it should be safe to use the top command. Ideally, once it is above that, it is generally not advised to use top, as that is a resource intensive command. Then you should solely rely on the ps command. i.e ps aux | sort -nrk 3,3 | head -n 5
With top, you can look at what is consuming Memory vs CPU via the sorting function. It would probably be a good idea to at least familiarize yourself with those commands as a start.
You might want to try and set the slow-query log, and review your db logs.
I am wondering next time if you just try and restart the database, and see if that works, at least it will narrow your issue down. Then try the web server if the db does not work.
Not sure how much sysadmin skills you have, but also check your load avg next time prior to rebooting. That might give you a hint if you see the load is high, then you can start looking at processes that are taking up the majority of resources.
Let me know if you need any help with that, but there are plenty of resources on the web.
