I can't recall if he's ever offered to pay for a user's location. This may be something people are getting wrong.

After saying he wanted to fight me, I told him that if he sent me his address, I'd pay for all expenses necessary to go there so he could fight me.

I knew he'd never do that, so I wouldn't ever need to pay for anything.

He’s made direct threats to users other than me, plus many “Kill all {members of a specific race}” comments. Things that could get the site pulled down.

Correct. I’ve wanted him banned for months; he made threats so often and so openly that I’m pretty sure he was specifically doing it in an attempt to get the site pulled.
