It's not as simple as that. There are many more vulnerabilities in the election process than just the ballots themselves. There's ballot box stuffing, fraudulent vote counting and tabulation, and misrepresentation in reporting the election, not to mention in presidential elections unfaithful electors.

Follow all the existing Election legislation for a start - upon penalty of complete military authorized redoes and prison time. Including Ballot name/ photo ID verification and scrubbing voter rolls of dead/ fraudulent names/ incorrect/ po box addresses.
Who controls enforcement of election law? I believe that part of it is also severely compromised. Everything from the DA down would need to be purged to do that.
