This is why condos and bridges tend to fall down in the shithole 3rd world country called Miami. I say bus all of them to Minneapolisistan to do construction in the bitter cold while listening to the Muslim call to pray to the child-fucker 5 times a day.
They just end up on the seasonal unemployment insurance shtick that way: work X number of weeks in a year, you get Y amount of paid weeks off (usually works out to enough to cover the cold months.)
