I get that they think it's dangerous to put the Feds more in the loop in hiring, but I don't think you can really avoid them for this purpose. They keep track of who is a citizen so if you are trying to exclude illegals from employment you gotta check with them.
My guess what these people really want is unchecked immigration where everybody gets a card and no one is illegal. So I wouldn't up and trust them.
