I just might design my own card that states in so many words that HIPAA protects an individual's right to privacy of medical history and that solicitation of private medical history is illegal without an individual's consent and cannot be coerced in exchange for services. Further, preventing an individual from obtaining services offered to everyone is a violation of the Civil Rights Act of 1964, which prevents discrimination against people for a presupposed medical condition. This portion of the law was amended to include medical condition as a protected status to prevent discrimination against people who were HIV+.
