Some years ago it was all of a sudden various police departments were doing that. Every agency head wasn't a seminared and cult indoctrinated communist psychopath yet, so for most places it was stopped.
Failed Bureau of Investigation has been pulling this shit for years like the ‘terrorist’ they arrested about 10 years back. They supplied the guns, bomb, suicide vest and money and helped him record the video, the guy was literally retarded. They even got caught on a voice recording boasting about what they did.
