Deepfake algos wouldn't cause that effect, especially not with a guy like Putin. There's just too much training material to get it basically perfect.
Looks like a focus/lighting thing to me. Could also be a shitty vignette focus effect applied in post. Compare with the lighting/focus on the interviewer's shoulder.
