Dogs and cats both sit on their own babies. They're hiding them from predators. Maybe the dog doesn't trust the parents.

Dogs are a pack animal, I don't know that I would let the dog think it is higher in the pack than the baby, especially a Dalmatian. Looks to be a recipe for disaster to me.
